France and Germany Host Space Summit Amid US Company Withdrawals
The Paris summit underscores Europe's push for strategic autonomy in space as US firms withdraw under Washington's pressure, raising questions about future transatlantic cooperation.

France and Germany are co-hosting a major space summit at Paris’ Grand Palais this week, pressing ahead with ambitious plans to strengthen European space capabilities despite the high-profile withdrawal of several US companies under political pressure from Washington.
French President Emmanuel Macron opened the event by announcing that more than 50 projects are expected to be signed over the two-day summit, a signal of Europe's intent to expand its role in the global space industry. However, the absence of key US firms—including SpaceX, Blue Origin, Stoke Space, and Starcloud—has cast a spotlight on intensifying transatlantic competition and the risks of geopolitical fragmentation.
The summit comes as Europe seeks to accelerate its push for strategic autonomy in space. The European Space Agency (ESA) recently approved a record €22.3 billion budget for 2026–2028, reflecting a determination to close the gap with the United States, which invests 0.24% of GDP in space programmes compared to Europe’s 0.07%.
One of the most notable business moves at the summit is Amazon Leo’s agreement with Arianespace for six additional launches, bringing the total to 24. This deal highlights the growing opportunities for European launch providers as US companies face mounting restrictions on international engagement.
Despite these advances, the event exposed persistent challenges. German Chancellor Friedrich Merz withdrew from the summit due to domestic commitments, underscoring ongoing differences between France and Germany over the future direction of European space policy. Such divisions risk undermining efforts to build a unified European approach at a time when global competition is intensifying.
The withdrawal of US companies, prompted by Washington’s concerns about technology transfer and strategic rivalry, raises questions about the future of transatlantic collaboration in space. For Europe, the immediate implications include both risks and opportunities: while the absence of US partners may limit access to certain technologies, it may also accelerate the development of independent European satellite networks and other critical infrastructure.
The summit’s agenda includes the announcement of the PAM-6 mission, scheduled for 2027, which will see the first Greek astronaut, Adrianos Golemis, fly to space—a milestone for ESA’s private astronaut programme and a signal of Europe’s growing ambitions.
For investors and industry, the summit’s outcomes will shape the competitive landscape in the global space sector. Enhanced European autonomy could foster new business opportunities and reduce reliance on US providers. However, the risk of increased geopolitical tensions and policy fragmentation remains a concern for companies operating across borders.
As Europe advances its space agenda, the challenge will be to balance strategic independence with the benefits of international collaboration, amid an evolving landscape marked by shifting alliances and intensifying competition.
