Arcos Raises €5.5 Million to Boost Civil Security Infrastructure Across Europe

Arcos, a Munich-based startup specialising in civil security infrastructure, has raised €5.5 million in a Seed funding round led by High-Tech Gründerfonds (HTGF). The round, announced on September 18, 2026, also included participation from Bayern Kapital, Pact, Haufe, Robin Capital, and several strategic business angels.

The investment will allow Arcos to expand its team in Germany and accelerate development of its platform, as it targets the growing need for improved safety measures in critical infrastructure across Europe. Co-founders Louis Wübben and Moritz Steigerwald highlighted that the funds will support preparations for scaling in the civil security market, which has seen rising demand amid increasing security concerns.

The company’s focus on technology-driven solutions addresses key challenges in safeguarding critical infrastructure, including construction, public spaces, and essential services. By leveraging new digital tools, Arcos aims to enhance monitoring, response capabilities, and resilience in the face of emerging security threats.

The participation of both institutional investors and business angels signals broader confidence in the role of innovative startups in modernising Europe’s civil safety infrastructure. HTGF’s involvement as lead investor underscores the strategic importance of advancing security technologies within the region.

While Arcos prepares for expansion, it faces competition from established and emerging civil security providers. Scaling operations across diverse European markets may present regulatory and operational hurdles, but the funding offers a platform for accelerated growth and technological development.

For European policymakers and businesses, the move reflects wider investment trends in safety and security, with implications for public safety, technological innovation, and the resilience of critical systems. The outcome of Arcos’s expansion will be closely watched by stakeholders across the region.
